Abstract

The study stemmed from concerns regarding the loss of effectiveness of the traditional social control mechanisms in the face of modernisation, religious changes and shifts in social values. It focuses on the violation of cultural norms and associated sanctions among the Oro people of Akwa Ibom State, Nigeria. Particularly attention was given to sanctions regarding adultery, disrespect for elders and traditional authority, desecration of sacred forests and traditional religious practices, and misuse of communal property. The theoretical framework used was Deterrence Theory which highlights the role of sanctions as a tool to encourage conformity with cultural norms. The study adopted an exploratory survey design. Data were gathered using In-Depth Interviews (IDI) and Focus Group Discussions (FGD) and analysed using thematic analysis. Findings, among others, show that adultery is regarded as serious moral deviation which affects the stability of the family unit and the reputation of the community, and its penalties may include fines, ritual purification, public shame and restitution. This study offers a unique empirical description of cultural norm violations and sanctions within a specific cultural group (Oro) which has not been extensively studied. In conclusion, the study finds cultural norms are still significant tools for controlling behaviour and upholding social order among the Oro people. It calls for more effective cooperation between traditional institutions and modern governance systems, more cultural education to younger generations and the maintenance of traditional mechanisms of conflict resolution and social control.
